Abstract
Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in Indonesia’s economy. However, the dominance of micro-enterprises indicates that most MSMEs remain at the survival business stage and face challenges related to managerial capacity, market access, and business legality. In addition, the mandatory halal certification policy for food and beverage products by October 2026 requires MSMEs to improve their readiness to comply with regulatory requirements. Limited halal literacy and the perception that the certification process is complicated remain major barriers among business actors. This community service program aimed to strengthen business capacity and enhance halal certification awareness among MSME actors in Parung Panjang District, Bogor Regency. The program employed MSME mapping, needs assessment, business training, mentoring, halal certification socialization, and consultation on Islamic financing. The activities were conducted in collaboration with the Universita Universitas Indonesia Halal Center (UIHC), the Tangan Di Atas (TDA) Community, Bank Syariah Indonesia (BSI), and BPRS HIK. The results showed an improvement in participants’ understanding of business development strategies, halal certification obligations, application procedures through the self-declare scheme, and access to Islamic financing. The program contributed to strengthening business capacity, product legality, and MSME competitiveness, thereby supporting the transition from survival-oriented enterprises to more sustainable and growth-oriented businesses.
